"The plan is to prevent a civil war, and to the extent one were to occur, to have the, from a security standpoint, have the Iraqi security forces deal with it to the extent they're able to."

Okay so let me see if I understand this right. If there's a civil war, we'll let the Iraqi security forces deal with it. Correct me if I'm wrong here, but if there's a civil war going on, aren't those same security forces going to be the ones fighting in it?? But it is good to hear that we plant to prevent a civil war. I mean just imagine if they were incompetently trying to start a civil war. Then we'd really be in trouble.
